Strange Signs

fourzoasMy brother-in-law and I saw this one as we were driving to the anniversary party last weekend. I'm still trying to sort it out.
What, exactly, makes the difference between a speed "bump" and a speed "lump"? My car was unable to discern any distinctions as I flew right over them as I always do.
